People treat this area like a park, although it may be private, it doesn't appear to be policed and seems like a lesser traveled to gem in the city. I think if they were trying to keep the public from this private property they would certainly put up "No Trespassing" signs, or "Stay off the grass". When I went recently there were a few people walking around here and there, but very nice overlook of Richmond.
This is no longer a city park. The city traded this land for Brown's Island back in the '80s.
Not much to do in this park, but I got some killer pictures of the sunset.
It is private property owned by NewMarket Corp/Afton Corp. They are in the big, white, old-looking building on the hill.
Nice and clean. Dog owners do need to clean up after dogs.
